Watching and broadcasting are different directions
Twitch's playback guidance lists download ranges for viewers. Broadcasting sends encoded video and audio upstream. If someone watches while another person broadcasts, include both activities rather than choosing only one.

A standard encoder bitrate describes the stream target. The site's planning value adds its documented stability allowance. Enhanced and dual-format modes can publish an upstream-capacity figure instead; that value is kept separate and is not multiplied again as though it were only an encoder target.
Actual stability also depends on latency, packet loss, route quality, encoder behavior, and Twitch service conditions.
