The short formula

Convert the file to megabits, then divide by megabits per second. Decimal GB and binary GiB are different units, so the calculator handles each explicitly.

Why real transfers can take longer

A speed plan is not a promise that every server will deliver that rate. Wi-Fi, congestion, protocol overhead, storage speed, and the sending service can all lower the observed transfer speed.
